when is it safe to plant root stock flowers, live roses and columbines as well as bareroot roses. i got them in the mail but want to know what date it would be safe to plant them

Your average last frost date in May 18. Bare root plants can go into the ground about 3-4 weeks prior to your last frost because the plants are dormant and can take cold soil. When the soil warms up the plants will wake up and sprout new growth.
