Colorado blue spruce - Knowledgebase Question

My Colorado blue spruce the top grows parallel to the ground and the lower limbs grow like a cork screw. The tree is about 12 ft high. Can I fix it or do I need to cut it down and get a new tree.

the tree doesn't sound healthy at all but I'm not sure whether the problem is with the roots or with some kind of insect or disease. If the tree is valuable to you, there are arborists you can hire to come inspect the tree and make recommendations. If it is not of any great value, you might remove and replace it.
