Our daffodils have bloomed. Can we cut the little bulby thing off? And, can/should we cut the green stems off?

You can cut the flower head and stem off, but leave the foliage until it withers and dies. The leaves help the bulb store energy for next year's bloom. If the foliage is unsightly, gather them together and put a rubberband on them to hold them down close to the soil.
