Removing the feces is a good first step but you may also want to scrape the top few inches of soil from the area, as well. Dog urine can sterilize soil because of the concentrated salts. I'd vote for removing a few inches of soil, then rototilling the area and adding fresh topsoil. You'll be able to have a beautiful flower garden once you repair the soil.
