how do I keep my liliacs from sprout little shoots all over

Those little suckers that come from the base of the lilac are natural. It's the lilac's way of trying to colonize an area. The only thing you can do is pull them out or cut them off as they appear. Otherwise your lilac will grow several big stems rather than a single stem. It's just the nature of the plant.
