I bought the house approx 1 year ago, did nothing to the garden at front of house. Now I want to replace the peebles with soil, surrounding the two evergreen and a rose bush and a few more bush the bushes are about 3 feet tall. Is there anthing I should worry about when removing the top soil with the pebbles, also the garden was lined with plastic which I removed, last summer.

There should be no problem removing the pebbles and replacing it with top soil. Try to keep the soil level the same as it was before. If you add too much topsoil it could suffocate the roots of your plants so don't add more than it had before. Good luck with your garden.
