What plant can I grow in a window box that repels bugs, is easy to maintain, has a beautiful blooms, and will grow in my area (CT)?

Not many plants fit your criteria! Dendranthema x grandiflorum (Shasta daisy), Leucanthemum hybrids (Hardy fall mum) or Salvia x superba Salvia 'Blue Queen' are all good choices.
