I am doing to be putting down landscaping fabric between my hydragnias but have weeds that I'm not sure just pulling will work. How close to the shrubs can I spray the Roundup?

Round Up overspray can harm your plants so shield them with cardboard or plywood as you are spraying the weeds. Round Up will not travel in the soil but it is a contact herbicide so keeping overspray contained is the most important aspect of using it in a bed with shrubs and perennials.
