What you describe is actually a natural thinning process of the fruit. Young trees produce many, many more flowers than ever develop into fruit. And, those that begin to develop can drop because the tree does not have enough stored energy to both grow and develop fruit so the tree drops immature fruits. As your tree matures it will be able to set and develop more fruit. Just be patient with it!
