| You don't need to remove the old mulch before adding fresh new mulch. I usually dig the old mulch into the soil and then add a new layer. The old mulch will enrich and loosen the soil and after a few years of this activity you'll end up with rich, loamy soil. Or, you can simply add fresh mulch over the old.
