Should I add the new mulch on the old one that is spread ,or should I remove it and add the new mulch?

You don't need to remove the old mulch before adding fresh new mulch. I usually dig the old mulch into the soil and then add a new layer. The old mulch will enrich and loosen the soil and after a few years of this activity you'll end up with rich, loamy soil. Or, you can simply add fresh mulch over the old. Either way, your garden will benefit. Best wishes with your garden!
