I cover my gardens under a thick layer of leaves in the fall. It is no fun uncovering them in the spring plus I
have a very busy work schedule. Could I use a Garden fabric
under the leaves which would allow me to just lift them off the garden in the spring. I have many early spring
flowering plants and am concerned about uncovering too late
or too early.

Most perennials that are hardy for your region really don't need to be mulched. Only ones that are marginally hardy or otherwise particularly tender, need any winter protection. I've heard of people doing the garden fabric/leaf method, and it seems to have worked for them, so you could give it a try.
