on tues its dropping to 28degrees how should I protect the new roses I jut planted. they are already in bloom

You will probably lose the opened flowers but if you cover your rosebush with an old sheet or towel or blanket it should limit the frost damage. If some leaves and buds begin to shrivel up a few days after the freeze, just prune them off the plant. Roses are usually pruned back in early spring anyway, so you won't lose too much if your new plants are nipped by frost this early in the growing season.
