I planted a fig tree last year, it gave me some small figs, but this spring I did not see any new leaves coming out so I cut a branch and it was dry, all the way to the center white part, I kept cutting down to about 2 ft and it is dry, does that mean that is dead or do they come back later??

Fig trees go dormant in the winter months but should produce healthy new growth when the weather warms. You may have expected new growth too soon - wait a few more weeks. If the roots are still healthy your fig tree will develop new growth. Let's just wait and see - don't prune any more. Just be patient with your plant.
