I planted some flower bulbs prior to the winter freeze. About 2 weeks ago they started flowering. Today they are gone and appear to have been eaten by an animal. Is the culprit birds or deer? How can I prevent this from happening? I am also concerned that the same will happen to my vegetable garden.

It could be deer or it could be hungry bunnies. Deer and bunnies rarely eat daffodils but tulips and other delicacies are irresistable to them. You can try applying a deterrent such as Deer Away to your garden area, or you may need to make a hoop out of chicken wire to protect the newly emerging foliage. Hope this helps!
