Question: I live in the northeast, when should I apply step 1 of the 4 step Scott's program?

Answer: Generally we don't recommend applying a crabgrass killer until between mid-April and the 1st of May. Crabgrass is a fairly warm seasoned grass that doesn't germinate until the soil warms. Best wishes with your lawn!
