Our backyard is sloped towards our house causing water buildup during heavy rain. What is better to re-grade the yard? Til the yard or use a sod stripper?

If you have existing lawn, a sod stripper will allow you to remove the grass, roots and all. You can then stack the grass, rototill the soil, relevel the site and reinstall the grass. Since the turf will already have roots, laying it on the soil and rolling it so it makes good contact with the soil should help it establish quickly. Best wishes with your project!
