The presence of moss indicates your soil is compacted, too acidic, nutrient poor and the drainage is slow. The best thing to do is dig or peel the moss off the top of the soil (it doesn't go deep so scraping or digging it out of the bed shouldn't hurt your plants). Then spread some compost or other organic matter over the soil and carefully dig it into the bare spots around your plants. Incorporating the organic matter will help loosen the soil to help with drainage and lessen compaction, and will add some nutrients, as well. Best wishes with your garden.
