Can I line the concrete wall that is one side of my vegetable garden with tar paper to keep water seeping through to the neighbors side? Alternatives?
Thanks!

Although it sounds like an easy solution, I'd be concerned with the asphalt in the tar paper leaching into the soil where your veggies are growing. How about lining the concrete wall with black plastic and holding it against the wall with your soil? As long as you don't poke holes in it, it will protect the concrete from water stains and seepage. Best wishes with your new garden!
