Here are some suggestions, based on leaf size. All can be trimmed and pruned:
Blue fescue (Festuca glauca) These small grasses look get between six to ten inches high and grow in clumps.

Corsica Mint (Mentha requienii 'Corsica') has a creeping habit and tiny leaves. The plant rarely gets over one inch high.

Creeping Fig (Ficus pumila) This is a perennial with small leaves; it spreads by creeping stems and roots wherever it touches the ground. It can become invasive.

Dianthus Bath's Pink (Dianthus gratianopolitanus 'Bath's Pink') Grows to about 4 inches high. Spreads to about ten inches. Pink blooms.

Dwarf Nandina (Nandina domestica "Harbour Dwarf"). Perennial shrub. Under two feet. Unlike the regular nandina, the dwarf produces no berries.

Dwarf Yaupon Holly (Ilex vomitoria "Nana"). Perennial shrub. Ours only reach about 18 inches high, but I have seen them to two feet. No berries on this dwarf. Can be pruned to a tree-like shape.

Germander (Teucrium chamaedrys) This is a dwarf upright shrub that grows to about 15 inches. In groups it gives the impression of a forest. It reponds to pruning and is sometimes grown as a formal clipped border.

Irish Moss and Scotch Moss - tiny leaves, spreads in either sun or shade.

Ophiopogon Japonicus 'Silver Mist' (Ophiopogon Japonicus 'Silver Mist") Grows to 6-8 inches in grass-like clumps. Variegated leaves with a touch of silver.

Sedums range from tiny to gigantic but some have small plump leaves.

Creeping Thyme(Thymus vulgaris) usually grows 3-4 inches tall. Spikes of purple flowers in the summertime.

Hope these suggestions are helpful!
