If I have an infected pine tree, should I remove fallen pine needles, or let them lay as mulch under the tree?

It really depends on what the infection is. Fungal diseases can spread through spores so raking the fallen needles can prevent reinfection, but spores can only splash so far up the tree. If splashing water cannot reach the branches and needles on your pine to reinfect the foliage, raking probably isn't necessary.
