what is the best fertilizer ratio for tomatos I was told 20/20/20

I would go with a 5-10-10 or a 10-20-20. Here's why: the 3 numbers on the label indicate the amount of nitrogen, phosphorous and potassium. Nitrogen encourages lots of lush green growth; phosphorous promotes flowering and strengthens stems; potassium helps make strong roots and works in conjunction with the other two elements. Since you want your plants to develop flowers and fruit and have strong stems and roots, I'd go with the lower nitrogen and higher phosphorous and potassium.
