When we bought the house, the previous owner took the garden with them. The space is 16

Sounds like you need some inspiration so why not wander through your new neighborhood and glean ideas from what other's have planted and how the landscape is presented? A raised or tiered bed can be attractive but with height restrictions if you raise the bed you'll have to plant smaller shrubs and perennials. If you keep the bed at the same height but put landscape blocks near the front to define the bed, you can plant taller shrubs. Once you have decided whether or not to raise or tier the bed, your local garden center can help you determine what building materials you will need. Your plant selection is large - choose plants that prefer the sun or shade exposure your new garden can provide. Best wishes with your project.
