my 3 year old rosemary plant has not bloomed. It has sun,water, 3 ft tall, 15 gal.container,. No blooms? help

Your rosemary should certainly be old enough to bloom so maybe you are giving it too much TLC. Rosemary likes fast-draining, sandy soil in a full-sun situation. Think Mediterranean --which means grow this shrub a little lean and mean. No food, not too much water and resist the urge to prune back too hard and it should grow and flower well for you. Hope that's soon!
