Answer: The new leaves will pop right up out of the mulch, unless it is a very thick layer of mulch. I think I would brush away the mulch (you can leave it in the garden to cover up the plants again next winter). Mulch is a great insulator but it is also a favorite place for slugs and snails to hide. Brushing the mulch away from the plants will help them stay healthy and not such a convenient source of food for resident slugs and snails.
