Answer: I'm not sure of the problem - pansies prefer cool, moist well-drained soil and cool air temperatures in which to grow and bloom. Do they seem to be growing well and does the plant size compare well with what you see at the garden centers? Sometimes pansies don't bloom because they've gotten too much nitrogen fertilizer. Cease to fertilize them, and your pansies should bloom eventually - just keep them in partial shade (not direct sun - they'll die more quickly in summer heat). Hope this helps!
