I have started my vegtables inside with 24hr light. Do I need to reduce the light before I put them outside to prevent shock? If so how many hours of light should they have?

Your plants really need to rest! Leaving the lights on 24 hours a day is excessive. 14-16 hours a day is recommended so they can rest and recoup at night. I would adjust the lighting now so your plants can become accustomed to at least 8 hours of darkness in every 24 hour period.
