If the spots are raised, you might be dealing with scale insects. Sagos are a favorite of these pests and when they feed they leave light green spots. See if you can pry the white spots off the plant. If so, it's a scale insect. If not, you may be dealing with a disease. Scale insects can be controlled by dabbing them with horticultural oil (look for dormant oil spray in the fruit tree section of your garden center) or by dabbing each insect with a cotton swab dipped in rubbing alcohol.
