Every year I have to have my trees sprayed for lerp psyllid. Is there any systemic treatment I can apply to the ground that would prevent having to have them sprayed every year?

According to UC Davis, there are no systemics available to homeowners for use against lerp psyllids. You can hire an arborist to inject specific systemics directly into the trees, but the chemicals themselves are not available to homeowners for a do it yourself project. Sorry!
