I would like to put a raised bed around my maple tree,with stone to hold the dirt in. Then plant some flowers around the tree. Someone said I souldn't do that cause it will kill the tree. It was like putting a gridle on the tree...

Your friend is right. It is not a good idea to change the soil grade or build anything over the roots of your tree. The roots can actually suffocate if you add soil over the top. Instead, why not plant in containers and group them near the base of your tree? You can even add a bench beneath the tree and set a few pots of colorful flowers on the bench.
