is it the perennials that come back every year and if so does that go for all of the plants that say perennials

Annuals live for one growing season. They grow, flower, set seeds and die. Perennials live for 3 or more years. While the tops may die down in winter weather, the roots remain alive and new stems, foliage and flowers will emerge from the roots each spring. When a plant is tagged as a perennial, you can expect it to return year after year. Hope this clarifies things for you. Have a great gardening season!
