City code enforcement told me my climbing roses and grapes are growing too tall on my front yard and asked me to cut down to four foot from the ground. Since climb roses and grapes natually grow up to 25 foot in their lenghts. How should I tell city and how should I control its lengths?

You may need to replace your plants because there is no way to keep the grapevines from growing vigorously and exceeding the height limitations. There is a climbing rose that remains only 4-5 feet tall so you may want to replace your more vigorous climber with one of these.
