Question: Are there and annuals that do well in areas where there is excess water

Answer: I'm afraid there aren't any annuals that will grow in soggy soils. You can try amending the bed with organic matter, or planting in containers or raised beds, or even installing a curtain drain so the soil drains better. Wish I had more ideas!
