I am seeing the same type of damage on my rose leaves. The culprit - leaf cutter bees. They won't hurt your rose bushes by taking parts of the leaves back to their nests. They will stop this activity as soon as they have lined their nests and they won't be back until next spring. So, you won't need to (and really can't) do anything to stop them.
