what kinds of plants would give me the most bang for my buck as far as color and scents on a tight budget

The least expensive way of filling your garden with fragrance and color is by planting annual seeds. Fragrant annuals can fill the garden with their perfume, and several are easy to grow. Try flowering tobacco (Nicotiana), vanilla-scented heliotropes and old-fashioned sweet peas. Some types of petunias are surprisingly fragrant, too. Check the backs of the seed packages and choose the ones that note fragrance as a characteristic. Enjoy!
