Morning glory seeds that you saved from last year should grow and bloom when planted. The seeds have a tough outer coating so nick them with a sharp knife or sand them down in one place with an emery board prior to planting. Nicking, or abraiding the outer seedcoat will allow water to penetrate in a matter of hours instead of weeks or months, resulting in speedier germination. Best wishes with your seeds!
