Clay soil can be improved by the addition of organic matter. I'd remove all the plants from the garden bed, spread 4-5 inches of compost or other organic matter over the top of the bed and dig or rototill it in to a depth of 8-10 inches. By doing the entire bed you'll be assured that the roots of your plants will have plenty of room to grow. And, the bed will drain well which will help your plants thrive. I know it sounds like a lot of work, but your plants will reward you with lots of flowers and lots of growth. Enjoy your garden!
