Once you have pulled out the weeds and grass and have a clean slate, you can use a pre emergent herbicide in your flower garden. There are several available, most with a corn gluten base (such as Preen). Or, you can simply place a 2-3 inch layer of mulch over the bare soil to keep weed seeds from germinating. Several thicknesses of newspaper covered with bark will do it, or weed barrier covered with bark or mulch material, or simply a pre emergent on the bare soil will all keep weeds at bay all season long.
