Is it too early to divide out perennials and transplant them to new gardens?

Not too early at all. I usually wait until new stems or leaves develop so I know where the plants are if they've died down to ground level but you don't have to wait. Go ahead and dig your perennials, divide and replant. They should be ready to grow as soon as the weather warms. Enjoy your garden!
