if i have a potting container of creeping phlox and they droop over toward the ground, are they unhealthy or will they recover once I plant them in the ground and water them? The reason I ask is because out of ten, two of them did this.

Creeping phlox is supposed to creep or crawl along the ground so what you describe is their natural growth pattern. There are other, more upright, kinds of phlox so I wonder if you have both varieties? Once you plant them in the ground, expect them to creep or spread out. Even the upright varieties will spread out a bit, too. Best wishes with your garden!
