Most plants won't grow in soggy soils so you might want to consider building a raised bed or installing a curtain drain to help drain the soil. Failing that, here are some reliable plants for soggy soils:
SHRUBS: Bottlebrush buckeye, Florida anise, Inkberry, Sweet pepperbush, Sweetshrub,
Virginia sweetspire, Wax myrtle, Winterberry.

Some perennials to consider: Bee balm, Blue flag iris, Canna, Ironweed Vernonia,
Japanese iris, Joe-Pye weed, Lady fern, River oats, Royal fern, Siberian iris, Spiderwort, Swamp sunflower, Sweet flag, Yellow flag.

Good luck with your garden!
