I would like to build a raised garden bed to plant vegetables and I know you don't usually till the ground first, but I have clay soil. Should I till the ground first?

You won't have to till it but digging it up to break the surface will eliminate a barrier between the clay soil and the topsoil you place in your raised bed. If you don't break the soil surface the clay will act like concrete and slow water drainage. Just rough it up with a shovel and everything will be fine. Enjoy your new garden!
