I have small bits of a mix of california ivy and regular green ivy. I bought it last year and through the winter they have become frail and brown. They barely grew to begin with? I think they are dying. How do I bring them back to life and make them grow?

I think your ivy is getting too much water and not enough sunshine - those are the only reasons ivy won't grow. Try cutting off the frail tops to within a few inches of the tops of the plants (to encourage new growth) and then water thoroughly. Wait until the soil is very dry before watering again. I think your ivy plants will perk up - and give them at least 4 hours of morning sun a day.
