I live in northern PA and would like to know if I can start planting perennial plants now or should I wait until Memorial Day?

Your average last frost date is about mid-May so I'd wait until the second week of May to plant. That's only a few weeks away! I know it's hard to wait, but your plants will be healthier if they go into warm soil without the threat of frost. Best wishes with your garden!
