I am planting my front yard and want to put lanscape fabric down to repel weeds and then cover with mulch. Is it not ok to then plant spreading flowers such as creeping phlox in the landscape fabric. Should I just leave an area free of landscape fabric if I want to put in spreading flowers.

It would be better for your spreading, trailing plants to have bare soil in which to root. Some trailers, such as lantana simply spread but do not root so it depends upon the plants you want to plant. Find out whether they root where they touch the ground or whether they just sprawl. Best wishes with your garden!
