I am installing an arbor gate that is 19 Inches deep and 84 inches high. What are some fast growing flowering perennial vines suitable for this area

You will get by far the best and fastest coverage by growing annual vines such as morning glories or moon flower vine, but these will have to be replanted each spring. Or, you can plant trumpet creeper or honeysuckle vine. These are perennials so will take some time to become established before they begin to grow, but they will grow vigorously once they are established. Best wishes with your garden.
