I put down potting soil, then I mulched and I got this white mold. Is it bad for the plants, do I remove everything & start over. How do I prevent this? I think this white mold attracts snails too

The white mold is there because the potting soil and mulch are too wet and are decomposing. Rake through the mulch and potting soil to expose it to more air. This will kill off the mold. It is harmless to plants and is just an indication that things are too damp and are decomposing quickly. Just rake through it to incorporate more air and the mold should stop growing.
