i bought a couple of tulips on clearence and the flowers were already falling off. i cut back down almost to the bulb and peeled off the old part of the bulb and wiped off some green stuff. will they come back soon

Tulips only bloom once in the spring. When the flower dies, cut off the flower stem but leave the foliage to ripen and provide energy to the bulb. If you cut off the leaves, the bulb won't be able to store energy and will not flower next spring. If this is the case, I'm afraid there's not much hope for your tulips.
