MY ASIAN PEAR TREE HAS GROWTH FROM THE BOTTOM UP 2/3 OF THE STEM.SHOULD I CUT THE TOP 1/3 OF THE TREE?

It sounds as though the top died and the roots are sending up new growth. If the top of the tree is dead, go ahead and cut it off. Best wishes with your asian pear!
