I had my soil tested and it showed a ph 6.9. They recommended adding nitrogen and phosphate fertilizer, no lime or potash. What should I use?

The 3 numbers on the fertilizer label correspond to nitrogen, phosphorous and potassium. A high nitrogen and phosphorus but no potash fertilizer will be something like a 10-10-0 or 20-20-0.
