My Valancia tree did get some damage this winter even though it was covered. The new green foliage is only growing from the bottom. How do I prune & save my tree?

If you are sure the top branches are dead, go ahead and prune them off. I can't tell without looking at the tree whether you can simply lop the top off or whether you should be more selective in your pruning, but anything that is dead will not regenerate so you might as well remove them from the tree. Just take your cue from the tree itself and prune away the dead parts. Best wishes with your orange tree~
